The NCE software have to be submitted with the earthworks contractor who will be finishing up the actual earthworks. This is to make sure that real party finishing up the earthworks is thoroughly aware of the licensee’s earthwork specifications and is right liable for declarations, confirmations and knowledge expected inside the NCE application.�
